Matter plan is assigned to new matters without case types

Problem: When creating a new matter record without a case type, a matter plan is automatically assigned. In this instance, there should be no matter plan assignment.

Cause: There is a matter plan without case type, so the system assumes when there is no case type provided in the matter, use a default matter plan; matter plan matching is based on case type.

Symptoms: A matter without case type is assigned a matter plan.

Solution: Populate the Case Type field on the matter plan that is automatically assigned to new matters with no case types.
